This ‘toon is a load of BS. It is Hamas that is responsible for civilian casualties not Israel. Hamas purposely hides behind civilians and actually wants casualties for propaganda purposes exactly like this ‘toon.
Hamas is ultimately responsible for absolutely anything that happens in the Gaza Strip. They have been the government since 2006, no further elections allowed.
